Luthyien Qhalic is the CEO of the R&D branch of the starship design megacorporation ShiCon Dynamics. Under his leadership the company developed mainstay starship designs such as the XT-2 Victory Mk2 series or the popular BR-7 Shuttle.

During the Uprising following the death of Jarris Vaylon he secretly used his resources and influence to support the rebelling Task Force Warrior.
